Comments
This measure is adapted from the AHRQ Prevention Quality Indicators where this measure is referred to as indicator 11. The ICD-9-CM codes used to identify discharges for uncontrolled diabetes are the same as AHRQ Prevention Quality Indicator 11 but the format of NPIRS did not allow for exclusion of transfers.
The numerator includes hospitalizations in IHS Service hospitals and contract hospitals with admission dates from January 1, 2002 to December 31, 2002 inclusive. Because of concerns about the quality of the data, hospitalizations from the California and Portland regions are deleted; the denominator is correspondingly reduced.
Data for the total is age-adjusted using a standard population provided by NCHS: http://www.cdc.gov/nchs/data/statnt/statnt20.pdf (PDF Help).
