The Agency for Health Care Policy and Research announces that William R. Maas, D.D.S.,
M.P.H., Senior Dental Advisor in AHCPR, was appointed an Assistant Surgeon General of the
U.S. Public Health Service (PHS) and was assigned the duties of PHS Chief Dental Officer.
Appointment includes promotion to the statutory grade of Rear Admiral (Upper Half).
As Chief Dental Officer, Dr. Maas will be responsible for providing leadership for and
coordination of PHS dental programs and professional affairs for the Office of the Surgeon
General and the Department of Health and Human Services. He will advise the Surgeon General
on issues related to the professional practice and personnel activities of dentists in the PHS. He
also will chair the PHS Oral Health Coordinating Committee on behalf of the Assistant Secretary
for Health. During this four-year appointment, Dr. Maas will represent the Surgeon General and
the PHS in contacts with groups at the local, state, national and international levels.
"We are pleased to have the opportunity to support RADM Maas as he assumes his additional
duties as Chief Dental Officer," said John M. Eisenberg, M.D., AHCPR Administrator. "Dr.
Maas's new responsibilities complement his long-standing role in AHCPR and he brings to his
new role important insights gained through his background in health services research."
In announcing the appointment, Dr. Eisenberg referred to Dr. Maas' outstanding record of
accomplishments during his 24-year career in the Commissioned Corps of the PHS. He provided
clinical care and directed clinical and community health programs at community, regional and
headquarters levels of the Indian Health Service (IHS) before assignment to the AHCPR in 1989.
Dr. Maas is a graduate of the University of Michigan School of Dentistry (1973), had an
advanced general practice residency in the IHS, and earned Master of Public Health and Master
of Science in Health Policy and Management degrees at Harvard University (1982, 1983). He is a
Diplomate of the American Board of Dental Public Health and a Fellow of the American College
of Dentists.
