AHCPR Names New Director for Organization and Delivery Studies

Irene Fraser, Ph.D., has been appointed as the new Director for
the Center for Organization and Delivery Studies (CODS) at the
Agency for Health Care Policy and Research. As Director, Dr.
Fraser will be responsible for conducting, supporting, and
managing studies of the structure, financing, organization,
behavior, and performance of the health care system and
providers within it.
Dr. Fraser, a political scientist specializing in research on
Medicaid, private health insurance, and health care delivery, has
been with AHCPR since 1995, and has served as Acting Director of
CODS since the Center was created in February of 1996. In that
time, she has developed a comprehensive 1997 research agenda for
CODS and led efforts to develop an Agency-wide managed care
research agenda for 1998. Dr. Fraser developed and began
implementation of a model for integrating intramural and
extramural research efforts and forging a strong
interdisciplinary team with the capacity to both conduct and
manage cutting-edge research with partners inside as well as
outside the Agency. Dr. Fraser also has conceived, led,
and managed efforts to develop research partnerships with
providers, managed care plans, and other organizations.

experiences will help AHCPR accomplish its goals," said John M.
Eisenberg, M.D., AHCPR Administrator. "Her in-depth understanding
of access issues and the rapid reforms in the health delivery
system's structure makes her a valuable asset to this agency."
Prior to her arrival at AHCPR, Dr. Fraser was Associate Director
of Health Systems Research, Inc., a health care policy, research
and consulting firm in Washington, D.C. Dr. Fraser also held
several positions during her eight year tenure at the American
Hospital Association (AHA). Most recently, Dr. Fraser served as
AHA's Director of the Division of Ambulatory Care where she led a
research group which focused on managed care, primary care,
provider networks and changing delivery systems. She also taught
Medicaid law at the Institute for Health Law at Loyola University
School of Law in Chicago. She has published and lectured
extensively on issues of indigent care, Medicaid and health care
delivery.
