The Agency for Health Care Policy and Research is inviting applications for research on
the effectiveness and/or cost-effectiveness of mental health and substance abuse interventions and
guideline-based treatment strategies (algorithms, practice guidelines or treatment protocols) for
children and adolescents up to age 21 in general health care settings. Also joining in the
solicitation are the National Institute on Drug Abuse and the National Institute of Mental Health
of the National Institutes of Health, and the Substance Abuse and Mental Health Services
Administration.

Substantial numbers of children and adolescents experience one or more mental health or
substance abuse problems. Many of the affected individuals remain untreated, but among those
who do receive care, a large percentage obtain it in general health care settings. Evidence on
treatment in these settings is needed to aid the design of systems of care for this population;
evaluate proposed alternative treatment methods; evaluate care provided; and examine, monitor
and improve the efficacy and quality of care. Such evidence also is important to inform policy
makers on issues of access to these services.
Depending on the availability of funds, AHCPR expects to award up to $1.5 million in
fiscal year 1998 to support the first year of approximately three to five RO1 projects under this
Request for Application (RFA). The other agencies may fund up to a total of $2 million, for an
overall total of $3.5 million. The earliest anticipated AHCPR award date is July 1, 1998.
Prospective applicants are asked to submit by November 13, 1997, a letter of intent that
includes the name, address and telephone number of the proposed principal investigator and other
key personnel, and the number and title of this RFA ("Effectiveness of Children's Mental Health
and Substance Abuse Treatment in the General Health Sector," RFA number HS-98-004). The
letter is voluntary, is not binding and does not enter in the consideration of any subsequent
