Purpose

The purpose of this addendum is to inform potential applicants of clarification to the review process and changes in submission location and receipt dates for PAR-96-028 (published in the NIH Guide for Grants and Contracts, Vol. 25, No. 5, on February 23, 1996), "Small Project Grant Program," administered by the Agency for Health Care Policy and Research (AHCPR).

This small grant program (R03) supports research and promotes improvements in clinical practice and in the organization, financing, and delivery of health care services. The Program Announcement describes the small project grant program which provides support for focused research projects, developmental studies, and high-risk projects. High-risk projects might employ techniques or theories from other fields not traditionally linked to health care research, including qualitative as well as quantitative analyses. The grant program is particularly relevant for new investigators as a means of encouraging individuals to enter the health services research field.

Through the small project grant program, AHCPR seeks to take advantage of time-dependent opportunities; reduce the costs of developing applications for small research projects, including demonstrations and evaluations; and shorten the time and burden of the review process.

With respect to review considerations, AHCPR small project applications typically will be evaluated for scientific and technical merit in accordance with the criteria stated in the original announcement. Reviewers are selected on the basis of knowledge and expertise in areas germane to the application. The review may be by field reader review or through standing study sections convened in accordance with AHCPR peer review procedures. All other review considerations specified in the February 23, 1996 announcement remain in effect.

The earliest possible date of award is 4.5 months after the receipt of the application by AHCPR. Potential applicants should consider priority program areas identified in the AHCPR Program Announcement (PA-98-049), "AHCPR Health Services Research," which was published in the NIH Guide for Grants and Contracts on March 26, 1998.

The research grant application form PHS 398 (rev. 4/98) is to be used in applying for these grants. State and local government applicants may use form PHS-5161-1, Application for Federal Assistance (rev. 5/96), and follow those requirements for copy submission.
